Start with the operating model when deciding whether a website needs e-commerce notification or registration. A site selling only its operator's products differs from a platform hosting multiple sellers. Online ordering functions also matter for classification.
Under Decree No. 248/2026/ND-CP dated 30 June 2026, direct-selling platforms with online ordering follow notification requirements; intermediary platforms, social networks conducting e-commerce and integrated platforms follow registration requirements under the corresponding conditions. [1]
Identify the model before preparing a dossier
If the enterprise owns the goods, quotes prices and contracts directly with customers on its website, assess the direct-selling platform category. If partners can list goods, receive orders or transact with customers, assess the intermediary model. Calling a site an information page does not determine its nature where its functions enable transactions.
Map the journey from viewing a product to order confirmation: who makes the offer, accepts it, collects payment and supplies the goods? This also helps identify terms that should appear on the website.
Which websites follow notification requirements
Article 23 of Decree No. 248/2026/ND-CP requires direct-selling platforms with online ordering to receive notification confirmation before operation. Article 24 sets dossier requirements and assigns confirmation to provincial People's Committees within their authority. Do not reuse old guidance unchanged while overlooking the receiving authority's change. [1]
Information-only websites require assessment of their specific functions. A simple contact button and a workflow allowing customers to confirm purchases may result in different classifications. Reassess when adding a cart or order confirmation tool instead of retaining the initial conclusion.
When platform registration is required
Article 25 of Decree No. 248/2026/ND-CP provides that intermediary platforms, social networks conducting e-commerce and integrated platforms may operate only after meeting conditions and receiving registration confirmation from the Ministry of Industry and Trade. Dossiers must reflect actual operations, not merely policy pages copied from another website. [1]
Check consistency between the dossier and live product: seller onboarding, product controls, complaints handling, data access and account suspension.

Operator details and working contact methods.
Product information, prices and any additional customer charges.
Ordering, payment, delivery and cancellation terms.
Returns, refunds and warranty policies appropriate to the goods.
Data protection policy and how customers submit requests.
A complaints process with an identified responsible contact.
Before filing, test an entire transaction on a phone. If customers cannot find delivery charges or returns conditions before confirming, both the interface and content process need attention.
What previously registered or notified websites should check
Article 53 of Decree No. 248/2026/ND-CP allows platforms with notification or registration confirmed before 1 July 2026 to continue under the confirmed contents through 30 June 2027. During that period, they must amend and supplement their dossiers under the new rules. [1]
Retain confirmed dossiers, compare them with the current model and assign someone to track deadlines. Domain, operator or functionality changes may need separate action rather than waiting until the transition ends.
Frequently asked questions
Does opening a marketplace shop require separate website registration
Opening a shop alone does not mean operating an independent platform. Sellers must nevertheless meet their own obligations and the marketplace's rules.
Can a confirmation badge be displayed immediately after filing
Submission is not confirmation. Use status information and badges only according to the competent authority's result and guidance.
Who is responsible when a website designer is hired
The design contract should specify who prepares and files the dossier and hands over accounts. The operator should verify the outcome rather than assume design fees include every legal procedure.
